City Housing Arbitration Program (CHAP) This program is available to assist new homeowners who have purchased a home through a City of Rochester program. Properties purchased through such government sponsored efforts have a mandated stipulation that arbitration be built into the contract as a means of addressing issues that may arise between the homeowner and contractor chosen to perform the work necessary to bring the property up to standard. If/when it is felt that contractual terms have not been met by either party an arbitrator is assigned from the CHAP panel to resolve any contractor/homeowner disputes Available in the following county: City of Rochester and Monroe County Return to top of page or to Specialty Introduction
This program provides a face-to-face meeting between victim and offender guided by an experienced mediator. A safe forum is provided to discuss the facts of the offense and express feelings about what happened. Participants can negotiate Restitution Agreements. Arbitration services are provided for vehicle owners having disputes with the manufacturer or dealer of a new, used and/or leased vehicle (including motorized wheel chairs). Referrals are received from the New York State Dispute Resolution Association and the New York State Attorney General Office. Surrogate Decision Making Program (SDMC) This program is available for referrals that are made from the Commission on Quality Care and Assistance to People with Disabilities (CQCAPD). Referrals are made when a decision on whether or not to have a non-emergency medical procedure is needed for mentally disabled persons residing in State run facilities. A four-person panel assembled by the SDMC Coordinator evaluates and makes decisions regarding the following:
