When disputes arise between neighbors, businesses, the police and the criminal justice system, the Center for Dispute Settlement (CDS) can often help resolve the core issues to the involved parties' mutual satisfaction.
The Center for Dispute Settlement offers programs to assist with resolving specific unique issues.
City Housing Arbitration Program (CHAP)
- Audience: New homeowners who have purchased a home through a City of Rochester program who feel that
contractual terms have not been met.
- Benefits: Arbitrate a mutually acceptable resolution to the issue while avoiding the court system.
- Availability: City of Rochester.

Victim/Offender Mediation Services
- Audience: A face-to-face meeting between victim and offender guided by an experienced mediator.
- Benefits: Provide a constructive outlet for the parties to discuss the facts of the offense and express feelings about what happened and, if desired, negotiate a restitution agreement.
- Availability: Our standard eight-county region (Wayne, Ontario, Seneca, Yates, Livingston, Monroe, Cayuga and Steuben)..

Vehicle Lemon Law
- Audience: Vehicle owners having disputes with the manufacturer or dealer of a new, used and/or leased vehicle (including motorized wheel chairs).
- Benefits: Avoid court systems in negotiating a fair settlement of issues relating to the NYS Lemon Law.
- Availability: Our standard eight-county region (Wayne, Ontario, Seneca, Yates, Livingston, Monroe, Cayuga and Steuben).

Manufactured Housing
- Audience: Manufactured home owners whose dispute with the housing supplier have been referred to CDS
through the
New York Sate Division of Housing and Community Renewal, Mobil Homes Section.
- Benefits: Avoid court systems in negotiating a fair settlement of issues relating to manufactured housing.
- Availability: Our standard eight-county region (Wayne, Ontario, Seneca, Yates, Livingston, Monroe, Cayuga and Steuben).

Vocational & Educational Services for Individuals with Disabilities
(VESID) Mediation
- Audience: Individuals with disabilities who have issues with
services provided by the NYS Department of Education.
- Benefits: Resolve disagreements over type and quantity of service.
- Availability: Monroe County.

New York State Agricultural Mediation Program (NYSAMP)
- Audience: People in, or associated with, the agricultural community.
- Benefits: Provides a timely and fair alternative to traditional methods of handling agricultural disputes.
- Availability: Our standard eight-county region (Wayne, Ontario, Seneca, Yates, Livingston, Monroe, Cayuga and Steuben).

Surrogate Decision-Making
- Audience: Mentally-disabled persons residing in state-run facilities who need non-emergency medical procedures.
- Benefits: Immediate attention to the issue and expediency in resolving it.
- Availability: Wayne, Ontario, Seneca, Yates, Livingston, Monroe, Cayuga and Steuben, as well as Chemung, Schuyler and Wyoming counties.
